Attracting and retaining talent: tax reform on the horizon?

Luxembourg is facing an unprecedented tension on the labour market, which affects all sectors and all profiles.

To address this, UEL believes that it is urgent to implement a comprehensive tax strategy to enable companies to attract and retain the workforce they need to maintain sustainable economic activity in Luxembourg.  

This strategy should be based on the introduction of tax measures for natural and legal persons based on two pillars:   

  • Reviewing the taxation applicable to the employee throughout his professional life cycle (i.e., young workers, experienced profiles…), also addressing the specific Luxembourg context of teleworking; 
     
  • Implementing a fiscal framework at company level that will allow them to remain competitive and that will encourage them to increase their efforts in terms of talent and skills mobilisation.
